1  Purpose of Japan’s GSP

1.  The Generalized System of Preferences (GSP) applies reduced tariffs on designated imported goods originating from developing countries or territories, with the aim of helping them increase their export income, advance their industrialization and promote their economic development. Japan is properly managing GSP from the viewpoint of contributing to the economic development of developing countries.

2  Reform of the national law relating to eligibility for LDC preferential treatment

2.  Japan reformed its tariff system to allow least developed countries to receive preferential tariff treatment up to three years after they graduate from the least developed countries category. The respective provision is mentioned in the Temporary Tariff Measures Law, Article 8-2, paragraph 3:

Only countries determined as least developed countries (LDCs) in the General Assembly of the United Nations or up to three years after they graduate from the LDC category are eligible for Special preferential treatment for LDCs.
