The following communication, dated 20 July 2006, from the delegation of Panama to the delegation of Colombia and to the Chairman of the Dispute Settlement Body, is circulated in accordance with Article 4.4 of the DSU.

My authorities have instructed me to request consultations with Colombia, pursuant to Article 4 of the Understanding on Rules and Procedures Governing the Settlement of Disputes ("DSU") and Article XXII:1 of the General Agreement on Tariffs and Trade 1994 ("GATT 1994") and Articles 19.1 and 19.2 of the Agreement on Implementation of Article VII of the GATT 1994 ("Agreement on Customs Valuation") with respect to certain Colombian customs measures on the importation of certain goods from Panama.
