COMMUNICATION FROM THE PLURINATIONAL STATE OF BOLIVIA

The following communication, dated 14 November 2025, is being circulated at the request of the delegation of the Plurinational State of Bolivia.

The Plurinational State of Bolivia hereby notifies information on the arrangements concluded and progress made in the provision of technical assistance and capacity building support of the following category C designations, in response to Article 16 of the Trade Facilitation Agreement.

Advance Rulings

Donors/Agencies: SECO-WCO Global Trade Facilitation Programme, through the signing of a tripartite Memorandum of Understanding (MoU) between the State Secretariat for Economic Affairs of Switzerland (SECO), the World Customs Organization (WCO) and National Customs.

 

Drafting of standard and development of computer system: implemented with own resources.

 

Progress in the provision of technical assistance and capacity building support:

 

In 2020, the Regulations on Advance Rulings on Tariff Classification and Origin were approved by Directorate Resolution No. RD 01-036-20 of 16 December 2020.

 

In 2021, the Regulations on Advance Rulings on Tariff Classification and Origin were updated by Directorate Resolution No. RD 01-028-21 of 20 December 2021, and the Handbook of Procedures for Advance Rulings on Tariff Classification, approved by Administrative Resolution No. RA-PE 02-006-22, was issued.

 

A new version of the aforementioned Regulations was issued in 2024. This version, approved by Directorate Resolution No. RD 01-009-24 of 26 February 2024, implements the computer system for issuing advance rulings on tariff classification and origin (SINRA).

 

A new version of the aforementioned Regulations was issued in 2025. This version, approved by Directorate Resolution No. RD 01-079-25 of 30 October 2025, provides for test procedures.

Progress in the provision of technical assistance and capacity building support:

 

A new version of the Regulations on Advance Rulings on Tariff Classification and Origin was issued in 2025. This version, approved by Directorate Resolution No. RD 01-079-25 of 30 October 2025, provides for the submission of the results of a second laboratory test, carried out by a duly accredited external laboratory.

Progress in the provision of technical assistance and capacity building support:

 

The Regulations on Importation for Consumption, approved by Directorate Resolution No. RD 01-015-21 of 31 May 2021, provide for general clearance and for the expedited clearance of goods transported by lorry through a procedure that does not require unloading in customs warehouses, for which purpose a custody area has been established. These Regulations were updated in 2025 by Directorate Resolution No. RD 01-006-25 of 12 February 2025.

Regarding Article 10.1(a), National Customs approved the Regulations on Advance Rulings on Tariff Classification and Origin approved by Directorate Resolution No. RD 01-036-20 of 16 December 2020.

In 2024, the Regulations on Advance Rulings on Tariff Classification and Origin were updated by Directorate Resolution No. RD 01-009-25 of 26 February 2024, and the following handbooks were issued:

Handbook of Procedures for the Issue of Advance Rulings on Origin, approved by Administrative Resolution No. RAPE 02-095-23 of 29 December 2023; and

Handbook of Procedures for the Issue of Advance Rulings on Tariff Classification, approved by Administrative Resolution No. RAPE 02-009-24 of 11 March 2024.

The Regulations on Advance Rulings on Tariff Classification and Origin were updated in 2025. The new version, approved by Directorate Resolution No. RD 01-079-25 of 30 October 2025, provides for the submission of the results of a second laboratory test, carried out by a duly accredited external laboratory.

Regarding Article 10.1(b), (c) and (d), National Customs approved the Regulations on Importation for Consumption through Directorate Resolution No. RD 01-015-21 of 31 May 2021, in particular Articles 20 to 28 thereof (Chapter III: Immediate Release). These Regulations were updated in 2025 by Directorate Resolution No. RD 01-006-25 of 12 February 2025.

Progress in the provision of technical assistance and capacity building support:

 

The VUCE portal and platform have been operational since 25 September 2024, enabling documents issued through this technological tool to be interoperable with National Customs and other public bodies in the Plurinational State of Bolivia.

 

The following regulations have been approved:

 

Regulations on the Single Window for Foreign Trade (VUCE), approved by Directorate Resolution
No. RD 01-087-2024 of 25 September 2024, Version 1, and updated by Directorate Resolution
No. RD 01-062-2025 of 29 August 2025, Version 2, which establish that the VUCE is the only electronic platform used to process the documents required for foreign trade operations. On this premise, National Customs and public bodies should not ask for hard copies of prior authorizations, permits, certificates and other documents required for foreign trade operations, when they have been obtained through this tool. Public bodies must implement the digital signature or digital citizenship document approver, electronic invoicing, payment gateway, etc.

 

In addition, amendments were made to National Customs import and export regulations, providing for the submission of documents through the Single Window for Foreign Trade. (Certificates – Prior authorizations).

 

To date, seven agencies have been incorporated: the Central Bank, the Bolivian Metrology Institute (IBMETRO), the National Agricultural Health and Food Safety Service (SENASAG), the National Export Inspection Service (SENAVEX), the State Agency for Medicines and Health Technologies (AGEMED), the National Hydrocarbons Agency (ANH) and the Authority for the Supervision of Electricity and Nuclear Technology (AETN).
