The following communication, dated 11 March 2024, is being circulated at the request of the delegation of Argentina.

_______________

Following up on its notification dated 14 September 2022 (_G/TFA/N/ARG/1/Add.2), Argentina hereby notifies the extension of its definitive implementation dates for the following provisions:

Provision

Heading/ Description

Previously notified definitive date for implementation

New definitive date for implementation requested

Reasons for extension

Article 3.9(a)(ii)

Advance rulings on origin

23 July 2024

23 January 2026

The delay is due to the national Government's shift in focus to other public policies related to the economic emergency facing the country, which has resulted in the State's scarce human and financial resources being allocated to address urgent matters relating to the crisis. Nevertheless, as part of the new policy to normalize foreign trade, work is currently under way to ensure that this provision is implemented from a regulatory and operational standpoint and in the most feasible time frame possible.

Article 10.4

Single Window

25 July 2024

25 January 2026

The Argentine Republic has made substantial progress in developing its systems and its procedures portal and in gradually incorporating interoperable procedures into national agencies through the Single Window for Foreign Trade (VUCE). However, more time than previously requested is needed to achieve full implementation.

Work is under way to obtain a second extension of the international financial assistance programme, to facilitate project implementation.
