The following communication, dated 9 October 2025, referring to amendments (in bold) to the document G/TFA/N/MAR/2/Rev.1 dated 2 March 2021, is being circulated at the request of the delegation of Morocco.

PortNet is a public limited company under Moroccan law with a capital of MAD 6 million, in which the State is the majority shareholder through the National Ports Agency.

 

PortNet's main tasks are to:

 

·_              make a common data exchange platform available to partner port and foreign trade operators under the best possible operating conditions;

·_              provide services that facilitate information exchange and electronic data interchange (EDI) and the sharing of this information among the different partners to increase the effectiveness and competitiveness of port transit;

·_              provide the foreign trade community with a value-added service to facilitate exchanges and simplify procedures;

·_              enable the foreign trade community to benefit from developments in electronic data and information exchange technologies; and

·_              offer a support and assistance service to users.

 

PortNet currently has over 57,000 clients, including over 48,000 importers and exporters, over 1,500 forwarding agents, 20 banks and 43 administrations.

 

The PortNet Single Window can be accessed at https://portail.portnet.ma and operates on a 24/7 basis.

Morocco does not require the mandatory use of customs brokers.

However, customs brokers must obtain a licence authorizing them to perform their duties, in accordance with the Moroccan Customs and Indirect Taxes Code.
