Reasons for extension
Single Electronic Window
service aims to transfer 75 types of licenses, permits, and certificates to
electronic form by including 22 ministries and agencies of the state
participating in foreign trade in the system, and providing government
services to foreign traders in electronic form.
In this context, the "Regional
Project for Improving Border Services" and the additional financing
project implemented with the Asian Development Bank’s concessional loan have
included a component “Introducing Electronic Single Window Services for
Foreign Trade” and are working to finance and implement the Electronic Single
Window introduction with this loan.
The Electronic Single
Window System Introduction Working Group was established on 10 August 2023,
and the terms of reference were approved, and relevant conclusions and
recommendations were obtained from the line ministries in accordance with the
law.
In addition, a tender
evaluation committee was established to select an international consulting
team to supply the system, and a proposal was submitted to the Asian
Development Bank to organize the procurement process.
The Asian Development Bank
project implementation period ended on 12 December 2024 and was extended to
continue until 30 June 2027. The project implementation was delayed for a
certain period due to the dissolution of the National Port Revitalization
Committee, the project implementing agency, and its transfer to the Ministry
of Finance.
In addition, a certain
period of time is required for the successive stages of bidding, evaluation,
and contract award in accordance with the Asian Development Bank procurement
procedures.
For these reasons, there is
an urgent need to extend the deadline for the implementation of the
Electronic Single Window, an obligation under the World Trade Organization's
Trade Facilitation Agreement.
