NOTIFICATIONS UNDER ARTICLES 1.4, 10.4.3 AND 12.2.2
OF THE AGREEMENT ON TRADE FACILITATION
COMMUNICATION FROM
EGYPT
The
following communication, dated 16 September 2025, is being circulated at the
request of the delegation of Egypt.

Egypt
hereby makes the following notifications based on articles 1.4 (a) and (b),
10.4.3 and 12.2.2 of the Agreement on Trade Facilitation.
Article 1, paragraph 4
(a) The
official place(s) where the items in subparagraphs 1.1(a) to (j) have been
published
1.1(a)
procedures for importation,
exportation, and transit (including port, airport, and other entry-point
procedures), and required forms and documents;
1.1(b) applied
rates of duties and taxes of any kind imposed on or in connection with
importation or exportation;
1.1(c) fees
and charges imposed by or for governmental agencies on or in connection with
importation, exportation or transit;
1.1(d) rules
for the classification or valuation of products for customs purposes;
1.1(e) laws,
regulations, and administrative rulings of general application relating to
rules of origin;
1.1(f) import,
export or transit restrictions or prohibitions;
1.1(g) penalty
provisions for breaches of import, export, or transit formalities;
1.1(h) procedures
for appeal or review;
1.1(i) agreements
or parts thereof with any country or countries relating to importation,
exportation, or transit
1.1(j) procedures
relating to the administration of tariff quotas.

currently in the process of establishing a trade Information Portal (TIP) with
the assistance of UNCTAD. This portal would provide a single point to access
the information referred to in paragraph 2.1.

Egypt launched the National Single Window for
Egyptian trade across border “Nafeza” system
on April 2021, Nafeza is the only National single window for trade in Egypt.
The initiative is implemented by the Egyptian
Customs Authority to modernize and automate customs administration, simplify
procedures, and reduce clearance times to facilitate and expedite the review
and release of shipments upon their arrival at a port of entry within Egypt.
“Nafeza” uses an integrated information
platform to coordinate all necessary shipping information between foreign
exporters and Egyptian importers.
This system requires importers to submit all
necessary shipping documentation and transaction data (customs duties, import
controls, port of entry, etc.) via an online “e-portal” in order to facilitate
the release of the importers’ goods from ports in Egypt.
According to the Egyptian Customs Authority,
the “Nafeza” platform will bring the Government of Egypt in line with
international standards of trade-related procedures and customs requirements
for the clearance of goods.
In order
to transform the whole system of ports procedures in Egypt to a unified
electronic portal system, Nafeza is based on two axes:
