Committee on Trade Facilitation - Notification of category commitments under the Agreement on Trade Facilitation - Communication from Senegal - Addendum

NOTIFICATION OF CATEGORY COMMITMENTS UNDER
THE AGREEMENT ON TRADE FACILITATION

COMMUNICATION FROM SENEGAL

Addendum

The following communication, dated 2 September 2025, is being circulated at the request of the delegation of Senegal.

_______________

Further to the notification dated 11 August 2022 (_G/TFA/N/SEN/1/Add.3), Senegal hereby notifies the extension to its definitive implementation date for the following provision, in accordance with Article 17 of the Agreement on Trade Facilitation (_WT/L/931).

Provision

Heading/Description

Previously notified definitive date for implementation

New definitive date for implementation requested

Article 3

Advance Rulings

31 December 2025

31 December 2027

Reason for extension

The extension is due to the ongoing process to reform the Customs Code and, above all, the absence of a development partner to support us in implementing the measure. To implement this provision, assistance is required primarily in the following areas:

·_        setting up an advisory committee to study all requests giving rise to a reasoned opinion from the Director-General of Customs;

·_        introducing an electronic system for the submission and publication of advance rulings (within the framework of e-customs, where operators can apply for advance rulings);

·_        organizing training on request management and processing;

·_        organizing training for the private sector on the use of the electronic system;

·_        launching an awareness-raising campaign to inform beneficiaries of the existence of this new service.
