The Ministerial Decision on Anti-Circumvention The Ministerial Decision on Anti-Circumvention, adopted by the Trade Negotiations Committee on 15 December 1993, refers to "the desirability of the applicability of uniform rules" with respect to anti-circumvention measures. Based on the positions of the parties during the Uruguay Round negotiations, it is evident that the "uniform rules" refer to the establishment of rules governing whether anti-circumvention measures may be applied by Members and if so in what circumstances.
