OIML UPDATE TO the TBT committee

INFORMATION PROVIDED BY THE International Organization of Legal Metrology (oiml)

This document contains information provided by OIML at the TBT Committee meeting of 8‑10 November 2023 under Agenda Item 4 (Update by Observers).[1]

1.1.  The OIML develops publications called International Recommendations, which are models for technical regulations on measuring instruments and measurements in the field of legal metrology. In this area, these are considered as "relevant international standards" in the context of the TBT Agreement.

1.2.  The OIML would like to draw to Members' attention the following aspects of the OIML's work which are of interest to the Committee.

1  Membership

1.1.  The OIML welcomed Montenegro as a new Member State in September 2023, bringing the Organisation's total membership to 64 Member States and 64 Corresponding Members.

2  Presidency

2.1.  Dr Bobjoseph Mathew (Switzerland) took over as CIML President, for a six-year term, at October's 58th meeting of the International Committee of Legal Metrology, held in Chiang Mai, Kingdom of Thailand. At the same meeting, Mr Bill Loizides (Australia) became CIML Second Vice-President. The CIML First Vice-President remains Dr Charles Ehrlich (USA).

3  "Chiang Mai" Declaration on the OIML's work with Countries and Economies with Emerging Metrology Systems (CEEMS)

3.1.  During the 58th CIML Meeting in Chiang Mai, Thailand put forward a proposal for a programme to develop the OIML's work with CEEMS. This proposal is based on four "NEXT" principles:

·_        Novelty and innovation

·_        Enhancement in protection and services

·_        EXperiences and intelligence

·_        Transparency and Accountability

 

3.2.  A detailed resolution was approved by the CIML, which asked the OIML CEEMS Advisory Group to work on the implementation of this programme. 4  Online training

4.1.  The OIML and the BIPM have jointly published a brochure on the publication D 1:2020 National metrology systems – Developing the institutional and legislative framework. This important publication, which is aimed at policy makers, explains how a national metrology system forms an essential part of the national quality infrastructure. They are now working on an e-learning package on the same publication, and with the same audience.
