Brief description of the notified legal text

The Australian Government introduced the Environmentally Sustainable Procurement Policy (ESPP) as a Procurement Connected Policy, effective from 1 July 2024. The ESPP supports the Australian Government’s commitment to delivering a net zero and circular economy by guiding procurement decisions and allowing the Australian Government to measure the environmental outcomes from its procurements.

The ESPP promotes procurement best practice by applying environmentally sustainable principles to high-impact procurement categories. The ESPP currently applies to procurements of construction services valued at or above 7.5 million AUD. From 1 July 2025, the ESPP will apply to procurements of furniture, fittings and equipment, ICT goods, and textiles valued at or above 1 million AUD.

The ESPP requires all potential suppliers to submit a ‘Supplier Environmental Sustainability Plan’ as part of the tender documentation. The plan outlines how the supplier will address and report against environmental sustainability, with successful tenderers required report against metrics identified in their Plan.
