Brief description of the notified legal text

The notified legal text is the Act on Partial Amendment to the Copyright Act (Act No. 19597, Promulgated on 08 August 2023).

This amendment aims to improve and supplement the current system regarding access to works for persons with visual or hearing disabilities.

Authorized facilities serving the visually impaired are now permitted to convert the works into alternative materials and to reproduce, distribute, perform in public, or publicly transmit them. Additionally, the amendment clarifies that visually impaired persons or hearing-impaired persons (and their guardians) are permitted to convert the works into alternative materials for their own personal use.
