REPORT
(2023) OF THE COMMITTEE ON TRADE IN CIVIL AIRCRAFT
(ADOPTED 20 NOVEMBER 2023)
1. This report is submitted under Article 8.2 of the Agreement on
Trade in Civil Aircraft (hereinafter the "Agreement") and
Article IV.8 of the Marrakesh Agreement Establishing the World Trade
Organization. It sets out the activities of the Committee since the last
meeting (held on 3 November 2022).
2. There are 33 Signatories to the Agreement: Albania; Canada; Egypt;
the European Union[1]
(the following 19 EU Member States are also Signatories to the Agreement on
Trade in Civil Aircraft in their own right: Austria; Belgium; Bulgaria;
Denmark; Estonia; France; Germany; Greece; Ireland; Italy; Latvia; Lithuania;
Luxembourg; Malta; the Netherlands; Portugal; Romania; Spain and Sweden);
Georgia; Japan; Macao, China; Montenegro; North Macedonia; Norway; Switzerland;
Chinese Taipei; the United Kingdom and the United States. WTO Members with
observer status in the Committee are: Argentina; Australia; Bangladesh; Brazil;
Cameroon; China; Colombia; Gabon; Ghana; India; Indonesia; Israel; Korea,
Republic of; Mauritius; Nigeria; Oman; Russian Federation; Saudi Arabia,
Kingdom of; Singapore; Sri Lanka; Tajikistan; Trinidad and Tobago; Tunisia; Türkiye
and Ukraine. The IMF and UNCTAD are also observers.
3. Since its last Annual Report to the General Council (_WT/L/1158
– _TCA/20),
the Committee on Trade in Civil Aircraft held informal meetings on 23 March 2023
and 2 June 2023, and one regular meeting on 17 November 2023.
4. At the 17 November 2023 regular meeting, the Committee
discussed the following matters[2]:
A. Application from Brazil for Its Accession to the Agreement
5. The Committee took note of Brazil's explanation, Signatories'
statements, as well as the Chair's statement, and agreed, in line with the
procedures set forth in document _TCA/17,
to the terms of accession as proposed by Brazil in document _TCA/19/Add.1/Rev.1
and to the procedure proposed by the Chair for granting consent to Brazil's deposit
of the instrument of accession.
B. Transposition Exercise of the Product Coverage Annex
6. The Chair reminded the Committee of the various documents tabled on
this matter as of 17 November, and described the way forward.
C. Implementation of the Agreement ‑ Transparency and Possible
Complementary Means
7. The Chair explained that the work on the transposition of the
Product Annex should proceed first before the Committee can address the matter
of the implementation of the Agreement.
D. Functioning of the Committee
8. The Chair explained that the starting point of this issue was the Outcome
Document of the 12th Ministerial Conference, and reminded the
Committee that this Committee needed to keep the General Council informed of
its activities on a regular basis. No Signatory had comments on this issue, and
the Committee took note of that fact.
E. Date of the Next Regular Meeting
9. The Chair suggested that the Committee meet end of October or early
November in 2024, with the exact date to be confirmed later.
10. The Technical Sub‑Committee of the Committee on Trade in Civil
Aircraft did not meet during the period under review and nor did the Sub‑Committee
of the Committee on Trade in Civil Aircraft.
