2.1 Introduction of new restrictions, as listed in Section 1.

2.2 Elimination of restrictions, as described in G below.

Ukraine notifies the Resolution of the Cabinet of Ministers of Ukraine of 24 December 2024 No. 1481 "On approval of the List of goods export and import of which is subject to licensing and quotas for 2025" according to which the following measures are in force as of 1 January 2025:

- prohibition on the exportation of salt, suitable for human consumption;

- prohibition on the exportation of natural gas of Ukrainian origin;

- restriction on the exportation of coking coal (grade "K" only);

- restriction on the exportation of fuel oils;

- restriction on the importation and exportation of controlled substances, goods and equipment that can contain controlled substances;

- restriction on the exportation of precious metals, waste and scrap of precious metals, electrical and electronic waste and scrap.

As of 01 January 2025, the export restrictions on coal, anthracite and fuel wood that were in place in 2024 have been lifted.

The export quota for coking coal and fuel oils has been revised compared to 2024. The export quota for coking coal (grade "K" only) has been increased to 1,300,000 tons, up from 900,000 tons in 2024.

For 2025, a quota of 400,000 tons has been set for the export of fuel oils. The monthly export quota of 60,000 tons for fuel oils, which was in effect in 2024, is no longer applicable.
