4	Import and export of ozone depleted substances and alternative substances is under the permit system.	GQC GCQ-X	Various	Ozone depleting substances are controlled under the Montreal protocol. Montenegro as a Party to the Montreal protocol is obligated to fulfill provisions prescribed in the said protocol. This entails, among other things, implementing a permit system for imports and exports, prohibiting the importation of ODS, and restricting the import and export of ODS to and from countries not participating in the Montreal Protocol. Considering that Montenegro is classified as an article 5 country is allowed to import of HCFC (HCFC 22) substances, and system of import is under the quota system.
