1. Introduction
The Korean Government, recognizing that the existing customs administration, including the customs procedures, should contribute to inducing foreign direct investment and enhancing the competitiveness of domestic enterprises, amended the existing provisions stipulated in the Customs Act of Korea, thereby introducing a new system in the customs administration, effective of 1 January 1999. The amendment is also designed to reach a level of transparency and rationality compatible with international standards in customs administration.
