Question

The state-owned Vijaya Dairy, located in the Indian state of Telangana, is supporting dairy farmers in South Central India.

1._    Does Vijaya Dairy also engage in exports of agricultural products?

2._    If so, could India indicate when it will notify Vijaya Dairy as a state trading enterprise (STE) to the Working Party on State Trading Enterprises and to the Committee on Agriculture?

3._    Has Vijaya Dairy benefited from any federal or state export subsidy programmes during the past three years for skimmed milk powder or any other dairy product?

Reply:

Vijaya Dairy is not a STE within the meaning of Article XVII of GATT and the working definition of STE as set out in the Understanding on the Interpretation of Article XVII of GATT 1994.
