The following communication, dated and received on 26 October 2023, is being circulated at the request of the delegation of Mexico.

Question 1

 

Having last notified in 2016 (_G/STR/N/16/MEX), does Mexico intend to notify the Working Party on State Trading Enterprises (WPSTE) for the years between 2016 and 2021?

 

Reply:

 

Mexico is consulting with the relevant authorities on the information necessary to issue the outstanding notifications. As soon as the consultation process has been concluded, we will issue the outstanding notifications; however, for the time being, we are not in a position to give an estimated submission date.

 

Question 2

Could Mexico please confirm whether PEMEX is still Mexico's solitary state trading enterprise (STE), as per document _G/STR/N/16/MEX?

 

Reply:

 

In the document referred to by Canada, namely the New and Full Notification submitted by Mexico for the period 2014-2016 pursuant to Article XVII:4(a) of the GATT 1994 and paragraph 1 of the Understanding on the Interpretation of Article XVII, two state trading enterprises are included: Petróleos Mexicanos (PEMEX) and the Federal Electricity Commission (CFE) (page 14 of the document).

 

If the ongoing consultations reveal the existence of other state trading enterprises that must be notified in accordance with Article XVII:4(a) of the GATT 1994 and paragraph 1 of the Understanding on the Interpretation of Article XVII, these enterprises will be notified in the following notification submitted by Mexico.
