The following proposal, dated 18 December
2020, is being circulated at the request of the delegation of Singapore on
behalf of the aforementioned delegations.

The General Council,
In view of the critical humanitarian support
provided by the World Food Programme, made more urgent in light of the COVID-19
pandemic and other crises,
Decides as
follows:
Members shall not impose export prohibitions or
restrictions on foodstuffs purchased for non-commercial humanitarian purposes by
the World Food Programme.
* This revision is to add Afghanistan, El Salvador, Fiji, Jamaica, the
State of Kuwait, Lao People's Democratic Republic, North Macedonia, Saint
Lucia, Thailand, Tonga and Uruguay as co-sponsors to the proposal.
