Committee on Sanitary and Phytosanitary Measures - Specific trade concern 516 : China's delay in approving requests for new listing and reinstatement of export establishments - Submission by the United States of America

SUBMISSION BY THE UNITED STATES OF AMERICA

The following submission, received on 10 December 2025, is the statement made by the United States of America at the 5-7 November 2025 WTO SPS Committee, and is being circulated at the request of the Delegation of the United States of America.

1.  The United States continues to be disappointed by China's ongoing delays in listing and relisting US export establishments since 2022.

2.  The United States acknowledges China's approvals earlier this year of facilities for certain species but remains disappointed that GACC has yet to publish new beef facilities and has failed to relist or provide a pathway for relisting nineteen US meat and cold storage facilities and two US seafood facilities despite being provided with corrective actions.

3.  In addition, the United States is concerned that GACC is testing products arbitrarily for animal diseases that pose no risk to human or animal health and present no food safety concerns. This approach does not appear to be based on guidance from the World Organisation for Animal Health (WOAH).

4.  The United States remains interested and available to work bilaterally with China to address our concerns.
