CHINA'S IMPORT RESTRICTIONS DUE TO HIGHLY PATHOGENIC AVIAN INFLUENZA

SUBMISSION BY THE UNITED STATES OF AMERICA

The following submission, received on 10 December 2025, is the statement made by the United States of America at the 5-7 November 2025 WTO SPS Committee, and is being circulated at the request of the Delegation of the United States of America.

1.  The United States reiterates its concern that China does not appear to be lifting restrictions on US poultry exports from US states that have been declared HPAI-free in a manner consistent with the bilateral protocol on regionalization.

2.  The United States again requests that China lift restrictions on exports from US states declared to be HPAI-free based on the bilateral regionalization protocol and WOAH guidance so that the export of US poultry and poultry meat from these areas can resume.

3.  The United States remains available to continue working bilaterally with China to resolve our ongoing concerns with these measures.
