SUBMISSION BY THE UNITED STATES OF AMERICA

The following submission, received on 2 July 2025, is the statement made by the United States of America at the 18-19 June 2025 WTO SPS Committee, and is being circulated at the request of the Delegation of the United States of America.

1.  The United States appreciates the continued bilateral trade discussions with India. We again acknowledge that India extended the implementation deadline of its dairy certificate on several occasions.

2.  However, when India's new dairy certificate came into force on 1 November 2024, it did so without addressing the major concerns we had shared on many occasions.

3.  As a result, we remain concerned that India's certificate requirements present unnecessary trade barriers for US dairy exports to India's market. SPS measures should be based on science and risk and take the least trade-restrictive approach to achieving India's appropriate level of public health protection.
