SUBMISSION BY THE UNITED STATES of america

The following submission, received on 31 March 2025, is the statement made by the United States of America at the 19-21 March 2025 WTO SPS Committee, and is being circulated at the request of the Delegation of the United States of America.

1.  The United States remains disappointed that the General Administration of Customs of the People's Republic of China (GACC) has yet to publish new dairy, seafood, meat, and poultry establishments and relist or provide a pathway for relisting seventeen US meat facilities and two US seafood facilities despite being provided with corrective actions.

2.  In addition, the United States is concerned that GACC is testing products for animal diseases that pose no risk to human health and present no food safety concerns. This approach does not appear to be aligned with guidance from the World Organisation for Animal Health.

3.  The United States remains interested and available to work bilaterally with China to address our concerns.

4.  We would like to note a very productive bilateral meeting with the delegation of China earlier this week.
