COMMUNICATION OF NON-COMPLIANCE NOTIFICATIONS (NCN)

COMMUNICATION FROM ARGENTINA

The following communication, received on 9 July 2024, is being circulated at the request of the delegation of Argentina.

1.  The Argentine Republic wishes to report that the National Plant Protection Directorate (DNPV) of the National Agriculture and Food Quality and Health Service (SENASA) has, through its national phytosanitary import regulatory system, begun communicating non-compliance notifications (NCN) electronically to countries that export regulated items of plant origin to the Argentine Republic.

2.  In accordance with the guidelines of International Standard for Phytosanitary Measures (ISPM) No. 13 of the IPPC, notifications are provided by the importing country to the exporting country to identify significant failures of consignments to comply with specified phytosanitary import requirements or to report emergency action that is taken on the detection of a pest posing a potential threat, as well as to identify other significant instances of non-compliance (ISPM No. 13, sections 4.1 and 4.2).

3.  Through this system, NCNs are sent electronically, in real time, to countries exporting to Argentina, providing in a timely manner the information that is needed for the national plant protection organizations (NPPOs) of exporting countries to investigate the causes of non-compliance and take the corrective measures required to prevent further interceptions, thus helping to facilitate international trade.

4.  Since 26 June 2024, the NCNs of the NPPO of Argentina have been generated through the above‑mentioned system and sent by email to the official contact point indicated by each exporting country NPPO on the IPPC website (https://www.ippc.int/en/countries/all/list-countries/).
