PHYTOSANITARY EXPORT AND/OR RE-EXPORT CERTIFICATES

COMMUNICATION FROM PERU

The following communication, received on 8 July 2024, is being circulated at the request of the Plant Protection Organization of Peru.

1.  Peru's National Agrarian Health Service (SENASA) has gradually begun exchanging electronic phytosanitary certificates (ePhytos) with various countries using the IPPC Hub and following the guidelines established by that organization.

2.  Peru's phytosanitary regulatory framework and specifically the plant quarantine regulations approved by Supreme Decree 032-2003-AG provide that an original phytosanitary certificate is required to import plant products into Peru. In current trade with our country, it has been noted that the formats of the phytosanitary export and/or re-export certificates covering shipments to Peru differ among the various members of the IPPC. Some certificates are issued with a stamp, some without; some include the handwritten signature of the inspector, while others show only the inspector's name and are unsigned. This delays processing at the border, on account of enquiries or checks being necessary at origin.

3.  For this reason, until an agreement on the exchange of electronic phytosanitary certificates (ePhytos) is established between SENASA and the NPPOs of exporting countries, the phytosanitary export and/or re-export certificates sent to our country must be submitted in physical form, stamped and signed (handwritten signature or visible digital signature) by the authorized official.

4.  This communication will enter into effect the day following its publication.
