The following
communication, dated and received on 31 December 2025, is being circulated at
the request of the delegation of China.

China hereby notifies, under 12.1(c) of the Agreement on Safeguards, the
decision to impose safeguard measures against imported meat of bovine animals
and under Article 9, footnote 2 of the Agreement on Safeguards, the
non-application of the measure to developing countries (Regions). The Ministry
of Commerce of the People's Republic of China (MOFCOM) published the decision
on December 31, 2025 (Public Notice 2025 No.87 of MOFCOM), which can be
accessed on the website www.mofcom.gov.cn.[1]
This communication is in follow-up to China's notifications of December
27, 2024, under Article 12.1(a) of the Agreement on Safeguards on
initiating the safeguard investigation (Notification No. _G/SG/N/6/CHN/3), and December 19,
2025 under Article 12.1(b) on the findings of serious injury or threat thereof
caused by increased imports and, under Article 9.1, the non‑application of the
measure to developing countries (Regions) should a safeguard measure be imposed
(Notification No. _G/SG/N/8/CHN/3, Notification No. _G/SG/N/11/CHN/3).
