The following
communication, dated and received on 19 December 2025, is being circulated at
the request of the delegation of China.

On 27 December 2024, China initiated a
safeguard investigation on imported meat of bovine animals. Notification was
provided to the Committee on Safeguards on 27 December 2024 (Notification No. _G/SG/N/6/CHN/3). China hereby notifies, pursuant
to Article 12.1(b) of the Agreement on Safeguards, the findings of serious
injury or threat thereof caused by increased imports and, pursuant to Article
9.1, the non-application of the measure to developing countries (Regions)
should a safeguard measure be imposed. China will notify the Committee upon
taking a decision to apply a safeguard measure, according to Article 12.1 (c).
