The following communication, dated and
received on 10 November 2025, is being circulated at the request of the
delegation of the United Kingdom.

Pursuant to Article 12 of the WTO Agreement
on Safeguards, the United Kingdom notifies the initiation of a tariff rate
quota (TRQ) review by the Trade Remedies Authority ("TRA"), the
United Kingdom's competent authority, relating to the developing country
exemptions to the safeguard measure on certain steel products.
The review will consider whether it would be
appropriate to vary the TRQs to which certain steel products are subject.
1. Specify the date when the
reviews were initiated
The TRA initiated the review on 10 November
2025.

3. Provide the reasons for the
initiation of the review
The TRA is initiating this review on its own
initiative to consider whether the TRQs to which certain steel products are
subject should be varied. The TRA has reviewed trade data which indicates that
there may have been a change in circumstances since the application of the TRQs
to which certain steel products are subject, namely a change in import levels
from certain developing countries since the application of the measure.

5. Provide the deadlines and
procedures for importers, exporters and other interested parties to present
evidence and their views, including (i) deadlines and procedures for Members
and exporters to identify themselves as interested parties, if so required, to
participate in the proceeding, and (ii) the date of an intended public hearing
as provided for in Article 3.1
