The following communication, dated and
received on 24 October 2025, is being circulated at the request of
the delegation of Indonesia.

Pursuant to Articles 12.1(c) of the WTO Agreement on
Safeguards, the Government of the Republic of Indonesia hereby notifies
the issuance of Minister of Finance's Regulation Number 67 of year 2025 dated 8
October 2025, promulgated in the Official Gazette of the Republic of Indonesia
Number 847 of Year 2025 dated 20 October 2025, regarding the imposition of a
safeguard measure on the importation of cotton yarn, for a period of 3 years
started on 30 October 2025 until 29 October 2028. Minister of Finance's Regulation
Number 67 of year 2025 can be found in the website of the Indonesian Safeguard
Committee: http://kppi.kemendag.go.id/.
A. GENERAL
BACKGROUND
On 27 May
2025, the Republic of Indonesia notified the WTO of the findings of its
safeguard investigation, which concluded that the increased volume of imports
had caused serious injury to the domestic industry concerned (_G/SG/N/8/IDN/32
- G/SG/N/10/IDN/32).
The
notification also indicated that the Investigating Authority proposed to the
Government of the Republic of Indonesia the imposition of a safeguard measure
on imports of the subject goods.
B. DESCRIPTION OF THE SUBJECT GOODs
The description of the subject goods are as follows:
Cotton Yarn under 27 Harmonized System (HS.) 8-digit
code of Indonesian Customs Tariff Book (BTKI) 2022: HS. 5204.11.10, 5204.19.00,
5204.20.00, 5205.11.00, 5205.12.00, 5205.21.00, 5205.22.00, 5205.24.00,
5205.26.00, 5205.32.00, 5205.41.00, 5205.42.00, 5205.43.00, 5205.47.00,
5205.48.00, 5206.11.00, 5206.12.00, 5206.14.00, 5206.21.00, 5206.23.00,
5206.24.00, 5206.25.00, 5206.31.00, 5206.32.00, 5206.33.00, 5206.42.00, and
5206.45.00.

List of Major Exporting Members of
Imports of the Product Involved
The information of the major exporting members of the subject goods are
the same as stated on document _G/SG/N/8/IDN/32 - _G/SG/N/10/IDN/32.
According to article 9.1 of the WTO Agreement on Safeguards, developing
country Members with less than 3% import share collectively account for not
more than 9% of total imports of the subject goods are excluded from the
safeguard measures.
Below is the list of developing countries excluded from the said
safeguard measures. The Government of the Republic of Indonesia reserves the
right to amend the list in relation to changes in the volume of imports
exceeding 3%.
