The following
communication, dated and received on 19 June 2025, is being circulated at the
request of the delegation of Türkiye.

hereby notifies the Committee on Safeguards, pursuant to Article 7.2 and
12.1(a) of the Agreement on Safeguards on initiation of a safeguard
investigation on imports of yarn of nylon or other polyamides.
1. The date when the investigation was
initiated
The
investigation was initiated on 19 June 2025. The related Communiqué with the
number 2025/5 was published in the Official Gazette on the same date
2. The product subject to the investigation
The
product under investigation is hereinafter
referred to as "nylon yarns".
Nylon yarns are currently
classified in the Turkish Customs Tariff Schedule under the customs tariff codes
5402.31, 5402.32, 5402.45, 5402.51, 5402.61.

4. The
reasons for the initiation of investigation
The investigation was initiated upon an
evaluation of a safeguard petition from the domestic industry and on the basis
of the evidence and the information contained therein.
The information currently available indicates
that the domestic industry is still in the process of adjustment. During the
period analysed, while some extent of recovery was observed in the economic
indicators of the domestic industry, a negative trend continued in certain
economic indicators such as profitability, employment and capacity utilisation.
The investigation has been initiated in order to further analyse the level of
adjustment and the necessity of extending the measure.

The
interested parties are required to fill in the questionnaires within 30
(thirty) days from the date of publication of the Communiqué and forward it to
the General Directorate. Interested parties may ask for technical assistance
from the investigating authority while filling out the questionnaires.
The
companies and institutions established in Türkiye shall send the questionnaires
and their official views from their official registered electronic mail-KEP
address to the registered electronic mail-KEP address of the Ministry.

who want to be interested parties as companies, institutions and establishments
