The
following communication, dated and received on 26 June 2024, is being
circulated at the request of the delegation of the United Kingdom.

Pursuant to Articles
12.1(c) and 9.1 and its footnote of the WTO Agreement on Safeguards, the United
Kingdom notifies that the Secretary of State for Business and Trade decided to
extend the safeguard measure on certain steel products from 1 July 2024 until
30 June 2026 and to continue to suspend the measure for goods originating in
Ukraine throughout this period.
By way of background, the Trade Remedies Authority ("TRA"
– the United Kingdom's competent authority) initiated the extension review of
the measure on 4 September 2023, as set out in document _G/SG/N/6/GBR/1/Suppl.3.
On 21 February 2024, the TRA published its
Statement of Intended Final Determination (SIFD), as set out in document _G/SG/N/6/GBR/1/Suppl.4 - _G/SG/N/8/GBR/1/Suppl.8. The SIFD
outlined the TRA's findings up to that date and the recommendation it intended
to make to the Secretary of State. This was open to comment from interested
parties until 7 March 2024.
On 19 April 2024,
taking account of further comments following the publication of the SIFD, the
TRA published its final determination and recommendation to extend the measure,
as set out in document _G/SG/N/8/GBR/1/Suppl.9 – _G/SG/N/10/GBR/1/Suppl.16 – _G/SG/N/11/GBR/1/Suppl.16.
In taking her decision, the Secretary of State
considered the evidence contained within the TRA's final determination and
recommendation and matters in the public interest. The decision will come into
effect on 1 July 2024.
The reviews
initiated on 9 February 2024 in relation to the application of the measure to
product category 1, as set out in document _G/SG/N/10/GBR/1/Suppl.15 - _G/SG/N/11/GBR/1/Suppl.15, are ongoing.
