The following communication, dated 7 October 2024, is being circulated at the request of the delegation of Nicaragua.

Pursuant to Article 7.3 of the Agreement on Import Licensing Procedures and with reference to its notification published on 13 October 2009 in document _G/LIC/N/3/NIC/1, containing the replies to the annual questionnaire, the Government of Nicaragua hereby notifies that those replies should be taken as fully valid for the 2024 annual period, with the exception of the numbers of the Ministerial Decisions establishing the regulations governing the administration of the tariff quotas bound by Nicaragua under the World Trade Organization (WTO) and the tariff quotas introduced as a result of lack of supply for this year.

 

Accordingly, reply 5 should read as follows: 

 

5. The licensing system is governed by Law No. 290 (Law on the Organization, Powers and Procedures of the Executive), its implementing regulations, and amendments thereto; Article 316 of Law No. 822 (Nicaraguan tax law); Article 26 of the Convention on the Central American Tariff and Customs Regime and its Protocols; the provisions of international trade and regional integration treaties, conventions and agreements; the provisions of the WTO Agreements on Agriculture and Import Licensing Procedures, and Nicaragua's Schedule XXIX (Part I - Section I-B, Tariff quotas); and the relevant provisions of the FTAs in force. The Ministerial Decisions in effect for the current year are as follows: MIFIC Ministerial Decision No. 002-2024; MIFIC Ministerial Decision No. 003‑2024; MIFIC Ministerial Decision No. 016-2023; MIFIC Ministerial Decision No. 004-2024; MIFIC Ministerial Decision No. 009-2024; MIFIC Ministerial Decision No. 001-2021; MIFIC Ministerial Decision No. 022-2018 and its corrigendum MIFIC Ministerial Decision No. 025-2021; Ministerial Decision No. 041-2007; Ministerial Decision No. 015-2007; Ministerial Decision No. 047-2009; MIFIC Ministerial Decision No. 019-2013; MIFIC Ministerial Decision No. 020-2013; and MIFIC Ministerial Decision No. 021-2013.
