Since 1 January 2025, international transboundary movement of all electrical and electronic waste is subject to control under the Basel Convention on the Control of Transboundary Movement of Hazardous Wastes and their Disposal (Basel Convention). To comply with the Basel Convention's requirements, Hong Kong, China has put all electrical and electronic waste under the Waste Disposal Ordinance (Cap. 354)'s import / export permit control system.  Accordingly, with effect from 1 January 2025, a permit issued by the Environmental Protection Department is required for the import into Hong Kong, China all electrical and electronic waste, including:

(i) waste electrical and electronic equipment; and
(ii) waste components of electrical and electronic equipment; and
(iii) waste arising from the processing of waste electrical and electronic equipment or waste components of electrical and electronic equipment.
