World Trade Organization TN/S/36 21 April 2011 (11-2078) Council for Trade in Services Special Session NEGOTIATIONS ON TRADE IN SERVICES Report by the Chairman, Ambassador Fernando de Mateo, to the Trade Negotiations Committee The purpose of this report is to provide the Trade Negotiations Committee with the current state of play in the services negotiations. It covers the four major areas: market access, domestic regulation, GATS rules, and the implementation of LDC modalities. In each area, the report indicates what has been achieved, which major gaps remain to be filled and, overall, possible ways forward. To ensure that my report is factual, fair and balanced, I have based it on the views of Members, including coordinators of plurilateral request/offer groups, expressed at the meeting of the Special Session held on 15 April 2011.
