BACKGROUND
This is the second annual report of the Technical Cooperation Audit (TCA) on evaluation activities in WTO. In accordance with established practice, it is submitted to the Committee on Trade and Development in the first quarter of the year. The report covers technical assistance activities that took place during the preceding year, in this case 1 January to 31 December 2002. More frequent qualitative reporting on a more limited number of evaluations of individual activities, such as those carried out by TCA, would not provide sufficient critical mass to be meaningful.
In the period under review the Technical Cooperation Division, the Training Institute and the Operational Divisions continued to function as the main providers of technical assistance. The annual report does
