Objective
and rationale, including the nature of urgent problems where applicable: TBT legitimate objectives:
1._
Protection of
the environment. These proposals will save 0.91MtCO2e in carbon by 2050,
contributing towards net zero targets.
2._
Consumer
information, labelling. The proposed measures will improve consumer
information by rescaling the energy efficiency classes on GB energy labels
from an A+++ - D scale to an A – G scale, as well as introducing
classifications for noise emission, condensation efficiency and
repairability.
3._
Reducing trade
barriers and facilitating trade. We propose to mirror the new EU regulations
in GB which will prevent unnecessary barriers to trade with the EU and with
Northern Ireland (where EU regulations automatically apply under the terms of
the Windsor Framework).
This Draft SI
aims to:
·_
Enhance
efficiency:
The proposed
Minimum Energy Performance Standards would improve the efficiency of products
available on the GB market by phasing out the least efficient air-vented,
gas-fired and condenser tumble dryers from the market and ensuring that only
the most efficient heat-pump tumble dryers are available for consumers,
thereby reducing domestic energy consumption, carbon emissions and consumer
energy bills.
·_
Support a
circular economy
To support a
circular economy, the proposed new measures would enhance product durability,
reparability, and end-of-life management. The proposed requirements to ensure
the availability of spare parts and supply repair and maintenance
documentation aim to provide long-term benefits for both consumers and the
environment by improving product lifetimes and reducing unnecessary waste.
·_
Improve
consumer information
Our labelling
proposals will ensure that consumers are presented with clear and relevant
information on energy efficiency, repairability and resource efficiency,
enabling them to make informed purchasing decisions and encouraging them
towards the most efficient products available on the market. ; Consumer
