ANTI-DUMPING PRACTICES

1  ORGANIZATION OF THE WORK OF THE COMMITTEE on anti-dumping practices

1.  The Agreement on Implementation of Article VI of GATT 1994 ("the Agreement") entered into force on 1 January 1995. All Members of the WTO are ipso facto members of the Committee on Anti‑Dumping Practices ("the Committee") established under the Agreement.

2.  Observer governments in the General Council of the WTO have Observer status in the Committee. The International Monetary Fund, World Bank and UNCTAD have regular Observer status in the Committee. Pursuant to a decision of the Committee in October 1998, the Organization of African, Caribbean and Pacific States ("OACPS") and the OECD are invited to attend meetings on an ad hoc basis. Requests for Observer status from the Common Market for Eastern and Southern Africa and the Gulf Organization for Industrial Consulting are under consideration by Members.

3.  This report covers the period 27 October 2023 – 30 October 2024 ("the review period"). During the review period, the Committee held two regular meetings on 24 April and 30 October 2024 and one informal meeting on 4 July 2024.

4.  As of the beginning of the review period, Mrs Ayşegül ŞAHINOĞLU YERDEŞ (Türkiye) was Chair of the Committee. On 28 May 2024, the Council for Trade in Goods ("CTG") designated Mr Mohamed ZOUHAIR TAOUS (Tunisia) as Chairperson of the Committee. As per the Committee's decision on 24 April 2024[1], a communication in this respect was sent to the Membership on 29 May 2024 and as no written objection was received, Mr Mohamed ZOUHAIR TAOUS was elected as the Chairperson of the Committee on 31 May 2024. Due to the unavailability of Mr Mohamed ZOUHAIR TAOUS to preside over the October 2024 regular meeting of the Committee, the meetings of the Informal Group on Anti-Circumvention and the Working Group on Implementation, the Committee elected – on 30 October 2024 – Mr Wolfram SPELTEN of Germany, the current Chair of the Committee on Subsidies and Countervailing Measures – to serve as the interim Chair of these bodies for the October 2024 meetings.
