1 ORGANIZATION OF THE WORK OF THE
COMMITTEE on anti-dumping practices
1. The Agreement on Implementation of
Article VI of GATT 1994 ("the Agreement") entered into force on 1
January 1995. All Members of the WTO are ipso facto
members of the Committee on Anti‑Dumping Practices ("the Committee")
established under the Agreement.
2. Observer governments in the General
Council of the WTO have Observer status in the Committee. The International
Monetary Fund, World Bank and UNCTAD have regular Observer status in the
Committee. Pursuant to a decision of the Committee in October 1998, the Organization
of African, Caribbean and Pacific States ("OACPS") and the OECD are invited to attend
meetings on an ad hoc basis. Requests for
Observer status from the Common Market for Eastern and Southern Africa and the
Gulf Organization for Industrial Consulting are under consideration by Members.
3. This report covers the period 29 October
2020 – 27 October 2021 ("the review period"). During the review
period, the Committee held only two regular meetings, on 28 April and
27 October 2021.
4. At the end of its regular meeting in
October 2020, the Committee elected Ms Maarit Keitanen (Finland) as Chairperson
and Mr Craig Barrington Douglas (Jamaica) as Vice-Chairperson. On
28 July 2021, the Council for Trade in Goods ("CTG")
appointed Mr Ahmed Al-Sulaiti (Qatar) as Chairperson of the Committee. As per
the Committee's decision on 28 April 2021[1],
a communication in this respect was sent to the Membership on 28 July 2021 and
as no written objection was received, Mr Al-Sulaiti was elected as the
Chairperson of the Committee on 30 July 2021. On the Vice-Chairperson, a
communication was sent on 6 September 2021 by Mr Al-Sulaiti proposing
Mr Erik Philip Greger Solberg (Norway) as Vice-Chairperson. As no
written objection was received, Mr Solberg was elected as the
Vice-Chairperson of the Committee on 14 September 2021.
