IMPORT LICENSING SYSTEM OF INDONESIA

QUESTIONS FROM THE United States to INDONESIA

The following communication, dated 24 March 2025, is being circulated at the request of the delegation of the United States.

The United States thanks Indonesia for its response in document _G/LIC/Q/IDN/54. The United States has follow-up questions.

•      Can Indonesia explain what actions it has taken or is planning to take in order to address the delays in obtaining import licenses and reductions in permissible volumes for imported goods?

•      Please elaborate on what criteria are used to determine which commodity groups are added to the commodity balance mechanism?

•      Can Indonesia provide its methodology for calculating approved import quantities and how those import quantities are allocated? Is there a calculation to apportion import volumes per exporting countries? It would be helpful if an example could be provided.

•      Can Indonesia please explain the discrepancies between the approved volume for importation of certain agricultural commodities versus the volume requested by the importer? In such cases, how did the methodology used account for a lower volume than an importer's request? Does a product's import volume in the previous year have any bearing on the allowed import volume for the following year?
