otes.

ut these two
criteria
can still be found co-existing in some
C
hapters (e.g
.
Chapter 38, 40, 43, 48, 55, 56, 57, 58, 62, 63, 72, etc.), which make it difficult to distinguish
chapter P
rimary
R
ules from
C
hapter
N
otes. The
inconsistency
in wording results in confusion in understanding. China considers that it would be clearer if the
affiliation
among these criteri

could be re-sorted.
