The following submission, dated 5 December 2025, is being circulated at the request of the delegations of Chile and New Zealand.

At its June 2025 meeting, the Committee agreed to hold the first meeting of the WTO SPS Committee Transparency Working Group (TWG) in November 2025, with Chile and New Zealand acting as stewards, and the group's work guided by the proposed operational guidelines (_JOB/SPS/41).

The stewards circulated a proposed process and work plan of the TWG ahead of its first meeting of 3 November 2025 for Members' consideration. The proposed work plan was revised to take into account comments submitted by Members by 21 November 2025.
