1  BACKGROUND

1.1.  In the context of Sixth Review of the Operation and Implementation of the Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement), Indonesia submitted a proposal for a thematic session on Addressing the Challenges of the Application of a Systems Approach to Minimizing Phytosanitary Risk (_G/SPS/W/365).

1.2.  The objectives of the thematic session are:

(a)To draw insights from the experience of Members that have already implemented systems approaches, such as ISPM 7, ISPM 14 or similar measures, with a view to optimize Members' own phytosanitary certification process;

(b)To identify challenges in preparing a national phytosanitary capacity development strategy, including with regard to the issuance of phytosanitary certificates;

(c)To identify challenges in meeting phytosanitary requirements of importing Members – as well as seek to explore the appropriate solutions to address such challenges;

(d)To promote compliance with the SPS Agreement and facilitate trade of pest-free and disease- free plant and plant products.

2  PROPOSED AGENDA

2.1  Session 1: General Overview of Systems Approaches and their Implementation in Agriculture Trade

2.1.  This session will discuss an overview of systems approaches, their components and contributions in addressing potential biosecurity risks arising from regional and international trade of agriculture and horticulture produce. Relevant international organizations such as FAO, IPPC and National/Regional plant protection organizations may provide detailed presentations and share their expertise on this matter.

2.2  Session 2: Opportunities and Challenges on implementing a Systems Approach – Sharing Experiences by Members

2.2.  This session will provide an opportunity for Members to share experiences and lessons learnt on the benefits and challenges of implementing a systems approach or similar measures. This session may also explore ways to further support the implementation of systems approaches, including through development of relevant national policies and implementing mechanisms.

2.3  Session 3: Capacity Building Initiatives

2.3.  The focus of this session is to discuss capacity building initiatives and programs, that will enable Members to develop a suitable and applicable systems approach in line with related phytosanitary standards and regulations. Discussions may also explore potential cooperation among relevant stakeholders to increase application of a systems approach in other areas of phytosanitary protection. This session may include a presentation from a relevant international organization followed by a panel discussion.

3  POSSIBLE SPEAKERS

3.1.  Indonesia is considering to provide speakers for the experience sharing session, depending on the final agenda.
