The following communication, received on 5 February 2025, is being circulated at the request of the Intergovernmental Authority on Development (IGAD).

1.  The IGAD Center for Pastoral Areas and Livestock Development (ICPALD) is a regional technical Center of IGAD (Intergovernmental Authority on Development), a regional economic community serving the eight member States in Eastern Africa (Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda). Technical support provided for the above member States by IGAD/ICPALD during the reporting period to enhance transboundary animal disease control and livestock trade in the region, complementing the national development efforts of member States, includes:

1  Training of Government Field Extension Officers on Standard Methods and Procedures (SMPs) For Priority Transboundary Animal Diseases (TADs) And Quarantines in the IGAD Region and Risk-Based and Syndromic Animal Disease Surveillance

2.  AU-IBAR and ICPALD with financial support from USAID coordinated the development and implementation of Standard Methods and Procedures for animal health (SMP-AH) of 10 priority TADs and quarantine. ICPALD has supported the rollout of the SMPs in the region albeit at limited coverage in the countries.

3.  To expand the roll out, ICPALD undertook a training of trainers (ToT) to develop a critical mass to ensure an extensive rollout especially in Ethiopia, Kenya and Somalia. As a result, 17 officers (one female) from Ethiopia, Kenya and Somalia participated in the 5-day training in November 2024. These will train livestock value chain actors in their areas of jurisdiction, hence increase outreach.

4.  The key objectives of SMPs include:

1._    To enhance compliance to SPS measures through harmonization of animal disease prevention, surveillance, diagnostic and control/eradication procedures for sustainable livestock export trade;

2._    To facilitate harmonization of quarantine procedures in the greater Horn of Africa;

3._    To provide a consolidated reference on animal quarantine procedures based on country and regional regulations.
