The following communication, dated and received on 25 November 2025, is being circulated at the request of the delegation of Brunei Darussalam.

This is to notify that Brunei Darussalam has not established an authority competent to initiate and conduct an investigation within the meaning of Article 25.12 of the Agreement on Subsidies and Countervailing Measures ("the Agreement") and thus has not, to date, taken any countervailing actions within the meaning of Article 25.11 of the Agreement and does not anticipate taking any countervailing actions for the foreseeable future.[1] Brunei Darussalam shall promptly notify the Committee on Subsidies and Countervailing Measures ("the Committee") of any changes that may take place in this regard. Specifically, Brunei Darussalam shall notify the Committee pursuant to Article 25.12 of the Agreement upon the establishment of an authority competent to initiate and conduct countervailing duty investigations, as well as the domestic procedures governing the initiation and conduct of such investigations, and shall report without delay to the Committee any countervailing actions in accordance with Article 25.11 of the Agreement.
