The following submission, dated 28 May 2025, is being circulated at the request of the delegation of Japan. The notification concerns actions taken within the framework of the Decision on Measures Concerning the Possible Negative Effects of the Reform Programme on Least‑Developed and Net Food-Importing Developing Countries (Table NF:1) during the Calendar Year 2023.

FOLLOW-UP TO THE DECISION ON MEASURES CONCERNING THE POSSIBLE
NEGATIVE EFFECTS OF THE REFORM PROGRAMME ON LEAST-DEVELOPED
AND NET FOOD-IMPORTING DEVELOPING COUNTRIES: Japan

1  Quantity of food aID provided to least-developed and net food-importing developing countries

1.1.  The Government of Japan (GOJ) grants funds to be used to purchase food. The total amount of the funds that GOJ granted was USD 16.17 million in calendar year 2023 (Refer to the Annex for details on shipments made during 2023).

2  Indication of the proportion in fully grant form or appropriate concessional terms

2.1.  All of the funds mentioned above were granted in fully grant form.

3  Technical and financial assistance under paragraph 3(iii) of the Decision

3.1.  In the agricultural sector, GOJ provided the following technical and financial assistance to countries listed as Least-Developed and Net Food-Importing Developing Countries in _G/AG/5/Rev.11.

Calendar Year 2023

_     i._        Fully grant form:

Grant aid: USD 104.43 million

Technical cooperation: USD 89.40 million

_    ii._        Appropriate concessional terms:

ODA loans (grant element: more than 25%1) USD 88.84 million

4  Other relevant information with respect to actions taken within the framework of the Decision

4.1.  In the agricultural sector[1], GOJ provided the following technical and financial assistance to developing countries.[2]

Grant aid: USD 208.84 million

Technical cooperation: USD 144.61 million

_    ii._        Appropriate concessional terms:

ODA loans (grant element: more than 25%): USD 349.56 million
