The following submission, dated 17 April 2024, is being circulated at the request of the delegation of the European Union. The notification concerns actions taken within the framework of the Decision on Measures Concerning the Possible Negative Effects of the Reform Programme on Least‑Developed and Net Food-Importing Developing Countries (Table NF:1) during the Calendar Year 2023.

1  QUANTITY OF FOOD AID PROVIDED TO LEAST-DEVELOPED AND NET FOOD-IMPORTING DEVELOPING COUNTRIES

In 2010, the European Union adopted its Humanitarian Food Assistance Policy, which captures the shift from food aid to food assistance to cover the acute food and nutrition needs of the most vulnerable populations in the most efficient and effective manner. The broader concept of food assistance promotes the use of the most appropriate mix of tools and transfer modalities (including food distribution, cash transfers, vouchers, etc.) to best meet the needs of the most vulnerable populations in a specific crisis.

Total food assistance and nutrition funding allocations for NFIDCs was close to EUR 427 million in 2023. This amount was spent mostly on food products, for-food cash distributions, logistics, support operations and transport, flanking measures and measures to monitor the implementation of humanitarian food assistance and nutrition programmes, as well as livelihoods protection programmes. It also includes 50% of the EU assistance provided in the form of multi-purpose cash transfers (MPCT), an assistance modality consisting in the provision of cash to beneficiaries to cover their needs in the way they consider most appropriate.[1]

In total, food and nutrition assistance or multi-purpose cash transfers were provided for vulnerable, food and nutrition insecure populations in 63 countries or territories, of which 37 were NFIDCs.

2  INDICATION OF THE PROPORTION IN FULLY GRANT FORM OR APPROPRIATE CONCESSIONAL TERMS

All food assistance is provided fully in grant form. We encourage our implementing partners to provide in-cash assistance whenever possible and, when in-kind assistance is the only viable option, we encourage local and regional purchases to avoid harmful effects of the import of food from developed countries on the local markets.

3  TECHNICAL AND FINANCIAL ASSISTANCE UNDER PARAGRAPH 3(III) OF THE DECISION

The European Commission provided the reported food assistance to the most vulnerable victims of natural and man-made disasters. The allocation of assistance was decided firmly based on needs and in line with the fundamental humanitarian principles of humanity, neutrality, impartiality and independence. 

4  OTHER RELEVANT INFORMATION WITH RESPECT TO ACTIONS TAKEN WITHIN THE FRAMEWORK OF THE DECISION

The implementation of the food assistance funded by the European Commission was carried out by UN agencies and other international organisations, international NGOs and the Red Cross/Red Crescent family.

[1] The amount transferred in MPCT programmes is based on a theoretical minimum expenditure basket (MEB), and the amount that is ultimately spent for food and nutrition purposes cannot be known with certainty. However, a recent study estimated that at least 50% of the amount transferred in this type of interventions is typically spent on food and nutrition.
