MEMBERS' PARTICIPATION IN THE NORMAL GROWTH OF
WORLD TRADE IN AGRICULTURAL PRODUCTS –
ARTICLE 18.5 OF THE AGREEMENT
ON AGRICULTURE

Note by the Secretariat[1]

Revision

1.1.  Article 18.5 of the Agreement on Agriculture provides that "Members agree to consult annually in the Committee on Agriculture with respect to their participation in the normal growth of world trade in agricultural products within the framework of the commitments on export subsidies under this Agreement". According to the Committee's Working Procedures, these consultations are to be undertaken at the November meetings of the Committee.

1.2.  The present note updates the information contained in the Secretariat note _G/AG/W/32/Rev.23 dated 11 November 2024. It covers the products/product groups listed below, as defined in Annex 1 for statistical purposes. This revised and expanded product list, compared to the list[2] used in previous revisions, reflects the discussions in the Committee during the 2023 and 2024 annual Article 18.5 consultations, as well as during the third triennial review of the Nairobi Decision on export competition.[3] The successful conclusion of the triennial review led to the Committee's adoption of consolidated export competition notification requirements under _G/AG/2/Add.2, which provide for a review of the product list used in these annual background notes circulated by the Secretariat in the _G/AG/W/32/ series to facilitate Article 18.5 annual consultations, also taking into account that Members will no longer be required to submit Table ES:2 notifications starting from the reporting year 2025.[4]
