The present document reproduces the introductory statement made by the delegation of the United States, the questions put to it and the responses given in the review of legislation on enforcement at the Council's meeting of 17-21 November 1997.

INTRODUCTORY STATEMENT
The judicial system in the United States of America is multi-level. Original jurisdiction over claims of infringement of copyrights, federally-registered trademarks, patents, rights in plant varieties and rights in integrated circuit layout-designs rests with the Federal district courts. The Federal district courts also have original jurisdiction over claims of unfair competition or trade secret misappropriation when those claims are coupled with substantial a
