NOTE FROM THE SECRETARIAT

In order to assist Members, the following are deadlines for submission of various documentation following up on the May 2023 regular meetings, and in conjunction with the October 2023 regular meetings of the Committees on Anti-Dumping Practices, Subsidies and Countervailing Measures, and Safeguards, which will be held in the week of 23 October 2023.

Members are reminded to always submit written questions and answers directly to the Member concerned at the same time that they submit them to the Secretariat for circulation.

1.        AD/CVD/SG LEGISLATION NOTIFICATIONS

The Secretariat will circulate to Members by 15 September 2023 the annotated draft agenda in which a list of the new notifications of legislation, that will be on the agenda for review at the regular meetings in October 2023, will be reflected. Pursuant to procedures adopted by the Committees^[1],[2], notifications circulated in all three WTO working languages not later than 11 September 2023 will be reviewed at the relevant Committee's October 2023 regular meeting.

1.1  Deadlines for submission of questions and answers following up on the May 2023 regular meetings:

25 May 2023                     Written follow-up to questions posed orally at the May 2023 regular meetings regarding notifications of legislation reviewed at those meetings.

15 June 2023                    Written answers to all written questions (those posed in writing prior to the regular meetings by the deadline of 11 April 2023 and those posed orally at the meetings and followed-up in writing after the regular meetings by the above deadline of 25 May 2023) regarding notifications of legislation reviewed at the Committees' regular meetings in May 2023.

1.2  Deadlines for submission of questions and answers in conjunction with the October 2023 regular meetings:

11 September 2023         Written questions regarding previously-reviewed notifications of legislation, for consideration at the Committees' regular meetings in October 2023.

2 October 2023                Written questions regarding new notifications of legislation to be reviewed at the Committees' regular meetings in October 2023. Such questions would be answered orally at the October 2023 regular meetings and subsequently followed by written answers to be submitted by the deadline indicated by the Chairs at those meetings and reflected in the next "Note from the Secretariat" to be issued after the meetings.

9 October 2023                Written answers to written questions submitted by 11 September 2023 regarding previously-reviewed notifications of legislation, for consideration at the Committees' regular meetings in October 2023.

2.        Subsidy Notifications

2.1  New and Full Subsidy Notifications

2023 new and full notifications are due on 30 June 2023. Pursuant to the procedures adopted by the Committee at its April 2005 regular meeting and circulated in document G/SCM/117^[3], only notifications circulated in all three WTO working languages not later than 26 June 2023 may be reviewed at the special meeting that will be held in October 2023. The Secretariat will circulate to Members, shortly after, a list of 2023 new and full subsidy notifications, and any other new and full notifications not previously reviewed, that will be on the agenda for review at that meeting.

25 May 2023                     Written follow-up questions regarding the subsidy notifications reviewed at the Committee's special meeting in May 2023 that had not been reviewed at previous meetings.

15 June 2023                    Written answers to all follow-up and pending written questions posed in connection with the subsidy notifications reviewed at the Committee's special meeting in May 2023 that had not been reviewed at previous meetings.

24 July 2023                     Written questions regarding 2023 new and full subsidy notifications, and other new and full notifications not previously-reviewed, to be reviewed at the Committee's special meeting in October 2023.

25 September 2023         Written answers to written questions regarding 2023 new and full subsidy notifications, and other new and full notifications not previously‑reviewed, to be reviewed at the Committee's special meeting in October 2023.

2.2  Transparency Notifications Relating to Article 27.4 Export Subsidy Phase-Out Period

The Members with Article 27.4 extensions are required, pursuant to paragraph 2(c) of the procedures in WT/L/691, to provide transparency notifications in respect of 2015, the last of the two final years for phasing out the export subsidies. These notifications were due on 30 June 2016.
