The following communication, dated and received on 12 December 2025, is being circulated at the request of the delegation of India.

The Committee on Safeguards has circulated to WTO Members the notification _G/SG/N/8/EU/2 - _G/SG/N/10/EU/2 - _G/SG/N/11/EU/2 dated 12 November 2025 by the European Union concerning finding of serious injury or threat thereof to the domestic industries producing certain ferro-alloying elements and a notification of proposed safeguard measure in the form of specific TRQ per product type, allowing a certain volume of imports to enter free of duty and a tariff increase for imports exceeding the quota volumes.

As a Member having a substantial trade interest in the export of products concerned, India hereby requests consultations with the European Union pursuant to Article 12.3 of the Agreement on Safeguards with a view to reviewing the information provided under Article 12.2 and exchanging views on the implications of the measures.

India would like to propose that consultations mentioned above take place virtually on any day between 16 December and 19 December 2025 or on a mutually convenient date and time.

India reserves all its rights under the Agreement Establishing the World Trade Organisation and its Annexes, including the Agreement on Safeguards.
